Department of Fiscal Affairs
The purpose of the Department of Fiscal Affairs is to develop the County's budgets and financial plans and to develop and maintain control over all aspects of the County's financial and fiscal affairs and to provide central data processing services for all agencies of county government.
Fiscal Affairs Divisions
Fiscal Affairs - Financial Planning & Control - (610) 559-3110
The Financial Planning & Control division of the Department of Fiscal Affairs is responsible for coordinating programs and services provided by the department as well as the budgeting, accounting, reporting and analysis of the County's consolidated financial information. The division's goals are to provide clear, accurate and timely financial reporting as well as an annual budget, and a Comprehensive Annual Financial Report which meet Government Finance Officers Association certificate of achievement standards. The division also furnishes assistance to other departments pertaining to financial and accounting matters. Agencies prepare and submit to this division individual budgets and financial statements for their respective organization in accordance with County fiscal policies and procedures. Fiscal Affairs accountants review the information for reasonableness and compile it with information produced internally and by other agencies. The information is analyzed and summarized in the budget and budget message, five year operating and capital improvement plan and quarterly and annual reports. The division establishes fiscal policy, develops and maintains a fiscal procedures manual, maintains complete records of all County funds and accounts, and produces daily, weekly and monthly internal financial reports. Revenue Division (Current/Delinquent Taxes, Licenses) - (610) 559-3102
The Revenue division administers the billing and collection of all County revenue, including real estate tax, and oversees a system for collection of tax claims and liens. The goal of the division is to collect, safeguard and account for all funds received by the office in a cost effective manner utilizing computer technology and to provide prompt and courteous taxpayer assistance. Assessment Division - (610) 559-3141
The Assessment division is responsible for the development and certification of tax rolls for County, municipal and school district real property. The Commonwealth of Pennsylvania requires that the County maintain a uniform system of property valuation. It is also required that County assessors successfully complete a comprehensive training course in assessment theory and pass a certification examination within two years of employment as an assessor. Geographic Information System Division - (610) 559-3178
The Geographic Information System (GIS) is a computerized mapping system based upon the state's plane coordinate system. Layers of information concerning tax parcels, municipal and school district boundaries, soil types, woodland coverage, and flood plains are superimposed onto the plane coordinate map base. This information is used in determining neighborhood boundaries for property valuation and land pricing of agricultural parcels. Joe Laky - GIS Analyst

Procurement Division - (610) 559-3050
Procurement is the central purchasing division responsible for implementing procedures in accordance with the County's purchasing manual. The division's goal is to process purchase orders and contracts in a timely fashion. The purchasing manager recommends rules, ordinances, resolutions, and procedures governing procurement for adoption by County Council; administers the procurement system of the County in accordance with the Administrative Code; develops, maintains, and implements a manual of procurement procedures, and establishes and maintains a program for the development and use of procurement specifications and the inspection and testing of supplies. The division is responsible for acquiring goods, material and equipment for all County agencies. Procurement is also responsible for coordinating the internal recycling program and office equipment repair and maintenance contracts.

Recorder of Deeds Division - (610) 559-3077
The Recorder of Deeds division is responsible for the recording, filing, imaging, retrieval and maintenance of deeds, mortgages, and miscellaneous papers filed in Northampton County. Documents are processed through the use of a stand-alone computerized recording system and are assigned a volume and page reference number. They are then imaged and automatically sent to retrieval stations for viewing and copying. All documents are microfilmed and available for public inspection. Information Services provides computer support services to all departments within the County. The objective of the division is to enhance the productivity of the County’s operations while providing a safe and secure computing environment. All County sites are integrated with a dedicated high bandwidth LAN/WAN solution. Accessibility to applications and reporting can be accomplished transparently from any location.
